What the progressive tariff is
Every summer there is talk of "an electricity bill bomb just from running the air conditioner a bit." Behind it is the progressive tariff applied to residential electricity. Under it, the rate per kWh gets steadily higher the more electricity you use. It is a policy design that gives low-usage households a lighter burden at a lower rate while encouraging saving by charging high-usage households a higher rate. A distinctive point is that it does not apply to industrial or general-use electricity — only to the residential electricity used in homes.
The key point is that "the top rate is not applied to all usage." The progressive tariff multiplies each tier's rate only by the usage that falls within that tier. The table shows two things change at once. First, the energy charge rate rises about 2.5x from 120 KRW in Tier 1 to 307 KRW in Tier 3. Second, the base charge also jumps from 910 KRW to 7,300 KRW. So when usage moves from Tier 1 to Tier 3, the rate and base charge rise together and the bill climbs steeply. In summer, a seasonal exception sometimes temporarily widens the tiers to account for cooling demand.
How the electricity bill is built up
The final billed amount on your statement is not the energy charge alone. The following items are added in turn:
- Base charge — a fixed amount set by the highest tier the usage reaches.
- Energy charge — the sum of each tier's usage multiplied by its rate. It is the largest part of the bill.
- Climate-environment charge — reflects renewable-energy obligation costs and greenhouse-gas emission costs, in proportion to usage (kWh) (about 9 KRW/kWh).
- Fuel cost adjustment — reflects changes in global fuel prices (LNG, coal, etc.); adjusted quarterly and can be positive or negative (about 5 KRW/kWh).
The sum of these four items is the electricity subtotal. On it, a 10% VAT and a 3.7% electricity industry fund are levied. VAT is 10% of the subtotal and the fund is 3.7% of the subtotal (truncated to the nearest 10 KRW); the final total of the two is then truncated again to the nearest 10 KRW to set the billed amount.
A worked example
Take a household that used 350 kWh in a month. First, the energy charge is Tier 1 300 kWh × 120 KRW = 36,000 KRW plus Tier 2 50 kWh × 214.6 KRW ≈ 10,730 KRW, for about 46,730 KRW total. Since 350 kWh falls in Tier 2, the base charge is 1,600 KRW. Add the climate-environment charge of 350 × 9 = 3,150 KRW and the fuel cost adjustment of 350 × 5 = 1,750 KRW, and the electricity subtotal is about 53,230 KRW. Finally, adding VAT of about 5,323 KRW and the power fund of about 1,960 KRW gives a billed amount of roughly 60,500 KRW (after truncation).
The same way, using 460 kWh enters Tier 3, so the base charge jumps to 7,300 KRW and the excess 10 kWh is charged at 307.3 KRW, sharply increasing the bill. Ways to reduce the electricity bill
Once you understand how the progressive tariff works, the saving strategy is clear. The key is "managing usage so you do not move into a higher tier."
- Manage the tier boundary — if your usage hovers near 300 kWh or 450 kWh, just adjusting the last few days' use to avoid crossing the boundary can dodge the rate jump.
- Cut standby power — unplugging idle appliances or switching off power strips can save tens of kWh a month.
- High-efficiency appliances — energy-efficiency grade-1 appliances and LED lighting use less power for the same function.
