How the progressive electricity bill is calculated and what it contains

The residential electricity bill is the sum of several usage-based charges. The key one is the energy charge, to which a 3-tier progressive tariff applies, with the per-kWh rate rising as usage moves into higher tiers. The progressive tariff does not apply the top rate to all usage; instead it multiplies each tier's rate only by the usage that falls within that tier.

For example, if you use 350 kWh in a month, the first 300 kWh use the Tier 1 rate and the remaining 50 kWh use the Tier 2 rate. The base charge also depends on the progressive tier, rising for higher-usage tiers.

Beyond the energy charge, a climate-environment charge (about 9.0 KRW/kWh, covering renewable-energy costs) and a fuel cost adjustment (about 5.0 KRW/kWh, varying quarterly with global fuel prices) are added in proportion to usage.
